Father Thomas M. Muldowney was born and raised in Wilkes-Barre, Pennsylvania, and is the son of the late Martin and Judith Muldowney. He has two brothers, one of whom is his fraternal twin.

Prior to his ordination to the priesthood, Father Muldowney worked in the healthcare profession. He received a diploma in Practical Nursing from the Wilkes-Barre Area School of Practical Nursing and has been a Licensed Practical Nurse since 1990. While attending nursing school, he was elected Class President and, upon graduation, was presented with the Excellence in Clinical Nursing Award by the faculty. During his nursing career, Father Muldowney gained extensive experience in Medical-Surgical and Critical Care Nursing, serving primarily in the Cardiothoracic Telemetry Unit and the Cardiac Intensive Care Unit.

Commissioned as a Naval Officer, Father Muldowney graduated from the United States Navy Chaplain School and served as a Chaplain in the U.S. Navy Reserve for six years, holding the rank of Lieutenant.

Father Muldowney has served as Chaplain for the Pennsylvania State Police since 2005. He is also a member of the Lackawanna County SWAT Team, where he serves as a Critical Incident and Crisis Management Specialist. He has extensive experience in law enforcement critical incidents and crisis management.

His professional memberships include the American Academy of Experts in Traumatic Stress and the National Center for Crisis Management. Father Muldowney is board certified as a Crisis Chaplain and Trauma Expert. Additionally, he is certified in Crisis Intervention and Emergency Crisis Response and has been designated a Diplomate by the American Academy of Experts in Traumatic Stress. He serves as an adjunct instructor for both the Pennsylvania State Police Academy and the Lackawanna College Police Academy.

Father Muldowney received the Chapel of the Four Chaplains Bronze Medallion Award, the organization’s highest honor. This award is bestowed upon individuals who have contributed in an outstanding manner to the well-being of others.

In 2026, Father Muldowney was honored as the recipient of Marywood University’s Inspire Award, recognizing his outstanding leadership and dedicated service to the community.

Ordained a priest for the Diocese of Scranton, Father Muldowney has served in parish ministry and held several diocesan administrative positions, including Vicar General and Moderator of the Curia, a position he held for more than a decade.

Currently, Father Muldowney is the pastor of Saint Catherine of Siena Parish and Saint Eulalia Parish. He also serves as a member of the Executive Board of Chaplains of the Pennsylvania State Police and is a weekly volunteer for Hospice of the Sacred Heart in Dunmore.

Father Muldowney received a Bachelor of Science degree from the University of Scranton, a Pontifical Bachelor of Sacred Theology and a Master of Divinity degree from Saint Mary’s Seminary and University in Baltimore, Maryland.
